Health and Social Care Integration

What Integration Means

Integration means that the expertise and resources of health and social care are combined, shared, co-ordinated and planned jointly with other key partners including unpaid carers, the third and the independent sectors.

Integration Aim

The aim of the integration process is to support people in West Lothian to improve their own health and wellbeing as well as improving the quality and consistency of health and social care. This includes advice, support and services, particularly for adults and older people with long term conditions and disabilities.

New Partnership

Legislation to implement health and social care integration came into force on April 1, 2016, following the Public Bodies (Joint Working) (Scotland) Act 2014. As a result, new partnership arrangements for the delivery of integrated health and social care in West Lothian are now in place.

Integration Joint Board

Under these new arrangements the West Lothian Council and NHS Lothian delegated some functions to a new body; the West Lothian Integration Joint Board (IJB). The West Lothian IJB is a separate and distinct legal entity from West Lothian Council and NHS Lothian.

IJB Responsibilities

The IJB is responsible for local joint strategic commissioning of delegated health and social care services and for overseeing the delivery of services on its behalf. The arrangements for the operation, remit and governance of the IJB are set out in the Integration Scheme for West Lothian.

Services Built Around Needs

The IJB brings together the planning, resources and operational oversight for a substantial range of adult health and social care functions into a single system. This will ensure services are built around the needs of patients and service users, and support service redesign with a focus on preventative and anticipatory care in communities.

How to Make a Complaint about the Integration Joint Board

A complaint may relate to dissatisfaction with:

  • West Lothian IJB's procedures
  • West Lothian IJB's decision
  • the administrative or decision-making processes followed by the IJB in coming to a decision
