West Lothian Community Health and Care Partnership (CHCP) has approved a 12- month pilot of multi-agency procedures for the protection of children living in families with problem substance use
The procedures are applicable to all statutory and voluntary agencies and practitioners, to ensure that they work together to safeguard children.
The aim is to ensure that children are protected from harm and that families receive the support they require. David Kelly, director of West Lothian Community Health and Care Partnership, commented: “The welfare of the child is paramount. The main concern of all agencies and practitioners is to ensure that children are protected from harm and that every opportunity is taken by agencies to work in partnership with each other in order to promote the health and welfare of children.” Problem alcohol and drug use can, and does, compromise children’s health, development and welfare from conception onwards. When substance use adversely affects the parents’ lifestyle, social behaviour and capacity to discharge their responsibilities it becomes a matter of concern because it affects the quality of care that their child receives.
